Thinking about using Hotaru and would like to know the legal aspects of it.

Who has the rights to sites created through Hotaru?

I was looking for the legal jumbo but didn't find much

There is no linking between the legal binding of the software and the legal binding of the content.
The creator of the content decides the license under which the content is published.
The creator of software decides the license under which the content is published.
HotaruCMS is GPL3 code. Code can't dictate what license the content produced with the code is released under.
