Sticky posts anyone?!

I wonder if there are way to make sticky posts that remain on top of the list within category. I mean I run directory for each country but I'd love to have rfeview of the one or another country remain on top of the list at all times regardless of votes. Is there any ways to make sticky posts?

Well, it appears I had debug mode on. Turned it off and notification is gone. It seem to be exactly what I was looking for, it even reacts to selected category, showing posts under that category and random pick of promoted_posts if no category chosen. Great work!!!

Now, trying it for a day in real website situation I'd noticed it disregards categories and is just showing random promoted_post. Is there a work-around to make it category-related, so that it'd show promotions for each category (if any selected).
