Does Hotaru support by plugin or other such means the following

open federation : users on different domains on different servers can "talk" to one another (example : status.net) without new registrations on that site

activity stream or feed : site stream | user stream | stream for friends or those whom I am following

any good blog : wordpress integration with activity shown on stream and replying commenting from stream

like : like fb like or G+

themes : users can choose their own themes?

open federation - User Need Registration to talk each other
activity stream or feed - Possible in Hotaru
like - Possible and You can also Integrate You Like in Your Own Blog like Digg, FB and G+.
themes - Yes

Users cannot choose themes in Hotaru. Only admin can.

There is no Wordpress integration either. For commenting you can use Disqus, which is available.
