Hotaru CMS uses both roles and permissions to help site admins micro-manage their users. I was hoping to get Hotaru 1.1.2 out the door today, but got caught up in some bug fixing which threw me off schedule. I did however, manage to get it onto the SVN trunk so if you can't wait one more day, you can get a head start from the SVN.
