As I mentioned in my original post, I have installed it on my local machine. So there is no URL to access from outside machine.

Yes, my browsers(Chrome and Firefox) can accept cookies fine. All other websites that require login are working fine.

Why is Hotaru not creating and setting the required cookies(hotaru_key" and "hotaru_user")?

1. Yes, this is the only Hotaru installation on my machine.

2. I don't see cookies named "hotaru_key" and "hotaru_user". The only cookie I see is called PHPSESSID.

3. No .htaccess file.
