I meant to turn off the User Signin plugin to disable registration (per a forum post) and I mistakenly clicked the uninstall button. Now I can't return to any of the Admin links. It only shows me the news without the left sidebar links.

You should still be able to go directly to yoursite.com/admin_index.php or yoursite.com/admin

I can, but when I click on the Plugin Management link it goes to this page where the left column disappears:
